i can still move it up/down from the driver's side..does that apply to the regulator being bad still?

You need to make the manual your friend.
WINDOW SWITCH
The power window switches control the battery
and ground feeds to the power window motors. The
passenger door power window switches receive their
battery and ground feeds through the circuitry of the
drivers window switch. When the power window lockout
switch is in the Lock position, the battery feed
for the passenger door window switches is interrupted.

A couple of guesses would be, you have the passenger window locked. The switch that locks the Passenger winow is malfuncting. Or the driver side switch has malfunctioned. Or the breaker/fuse as tripped for the passenger window. Good luck..

Edit: this thread actually caught my eye as I was thinking RPM window switch for like the high idle mod or NOS.
