get some gears swap out the rear wheel and tires put a 16 inch wheel with a drag tire run 10 to 12 psi

I can do WAY better than that and at only half your budget. There is a '97 Honda 900 on my block for sale for $2400 and on the for sale sign it says: "verified 1/4 mile 10.34 @ 131.9"...

Just start with the simple thing's...

Cold air and TB - 590
Longtube headers and a good exhaust system - 600
Chipped ECU -360 for the tuner
Caltrac's with some Hoosier's - 530

Just went by basic list prices... But that's only 2080.

Personally, I'd gear it with the Caltracs and sticky tires and drop a supercharger on it with a good tuner and leave it with moderate boost levels (5-12) and let it eat.
