my current tires are 16.5 inches wide, and they are on a 12" rim. The 38's im looking at are going to go on a 12" rim (OR a 10" rim if I find one I like)

I, personally, wouldnt go anything smaller than a 20x10. That will give you a nice flat tire and it wont balloon up because if the rim being so narrow. With the bigger tires (anything 37"+ I wouldnt even consider a 9" width. I would stick to a minimum of 10" or a 12/14" even.
